Anyone of any age who lives, works, or attends school in West Virginia is eligible for a library card. Please print out the Patron Registration form (PDF), fill it out, and then bring it to any KCPL library or the Mobile Library.

You will be required to present one form of current identification with an address. Acceptable forms of identification include the following:

  • Current driver’s license
  • State issued non-driver’s ID
  • Mail with postmark within one month of current date
  • Checkbook with name and current address printed
  • Receipts with name and address dated within one month of current date
  • Current car registration
  • Proof of residency for homeless shelters (ask for form SW1021 at one of our branch locations)
  • Student ID
  • Military ID
  • Voter’s Registration
  • Property tax statement with current address
  • Typed lease with name and current address printed

Your free card provides you with access to the largest and most varied public library collection in the state and some school libraries. There is no minimum age requirement, but you will need to provide proof of your home address. Your first library card/key tag is free. There is a $1 charge for a replacement card.

Your account is maintained unless closed at your request or unused for five years. In order to ensure quality service, we regularly check with you to keep your account information current.

Written authorization is required for the library to share information about an account in other circumstances not prescribed by the library's policy or state law – including when a custodial parent or legal guardian of a child under the age of 18 wants to review or share information about their child's account and when a patron age 18 or older wants to share information about their account with another adult.

Please complete an Authorization and Consent to Share Library Account Information form (PDF) if you wish to share information about a library account.

Certain responsibilities come with your library card, including:

  • Prompt return or renewal of items. Your borrowing privileges are suspended if you keep an item past its due date or if charges on your account exceed $3.
  • Let us know if you change your name, address, telephone number or e-mail address.
  • Report a stolen or lost library card or key tag to the library as soon as possible.
  • Prompt payment of charges and fees.
  • Parents and guardians are responsible for materials checked out by their children.
  • Use book drops for designated materials.
  • Report problems with your account to the library.
